They are gossips, 30slanderers, haters of God, insolent, haughty, boastful, inventors of evil, disobedient to parents, 31foolish, faithless, heartless, ruthless. 32Though they know(K) God’s decree that those who practice such things(L) deserve to die, they not only do them but(M) give approval to those who practice them.

Not just the gays, but also everyone who doesn’t hate them. Vindication for all evangelicals, essentially.
Your summary is crazy.
The passage is not talking about gays. It’s talking about people who worship “images made to look like mortal man and birds and animals and reptiles.” (from slightly earlier than your quote started). The homosexuality is more like a punishment in this passage - the idea is that lots of people have homosexuality in their hearts, but God usually helps them hold it back. Because they rejected God and worshiped idols, he stopped holding it back.
The “deserve to die” part is in the next section of text, which lists a large number of things (e.g. murder, and gossip), but doesn’t mention homosexuality at all. That may be because according to the earlier sentence, they have *already* received the penalty for homosexuality.
On top of that, there’s a huge difference between “deserve to die” and “should be killed”. The point that the letter to the Romans as a whole is making is that God doesn’t always let the bad things that we deserve happen to us. This is called grace and mercy.
In fact, the whole passage that you quote is about God granting freedom to people to make their own bad choices. If God does that, then the proper attitude of the believer should also be of letting people make their own bad choices.

Here’s the problem, #2. Long ago, a few bigots decided to write a book depicting homosexuality as a filthy choice on equal footing with decidedly immoral acts. They slap it with their god’s stamp of approval, and now people follow that writing like it’s some kind of religion.
That’s not the only horribly misguided shit in there either as I’m sure you know.
